1. No Operative Thetan may engage in suppressive
actions against any person, state, or country without there being an HCO
Ethical Order that labels the person, state, or country as suppressive. Such
orders must be obtained in advance.
2. In cases of immediate action where there is no time
to obtain an Ethical Order from the HCO, the OT has to appear before a
Committee of Inquiry in order to determine the necessity of the act.
3. If it is found that a hostile act against someone
or something was not guaranteed or covered by an HCO Ethical Order passed by a
properly convened Commission of Inquiry, the OT may lose any organizational
status or positions he held.
4. No laws or regulations may be passed that limit or
suppress the creative actions of an OT.
5. Plans designed for OTs will be passed on by the
Chief Operating Officer (OT) as advised by an OT Base Board or a Field
Commission to ensure the cooperation of other OTs.
6. The appointment of a Chief Operating Officer must
be made by the Founder and ratified by the OT Base Board.
7. The members of the OT Base Board are appointed by
the OTs and ratified by the Founder.
8. In the absence of the Founder, the Chairman of the
Board of the OT Base shall be the substitute for the Founder and shall exercise
all the authority of the Founder but may not alter, improve, or interpret
technology that had been successful.
9. No OT may engage, tolerate, or authorize any
conscious implantation or restimulation.
